Students will be initially classified as "resident" or "non-resident" based on the information provided on the Admissions Application. Bellingham Technical College complies with applicable state laws regarding residency classification. Washington residency law is codified in RCW 28B.15 and further explained in WAC 250.18.

Students taking only classes in Basic Academic Skills, Child & Family Studies, First Aid, or Self-Support classes are not subject to Residency Requirements. If you move from these classes into State Funded academic and/or vocational classes, Residency Requirements will be applicable.

Washington State Resident Defined

Students will be initially classified as "resident" or "non-resident" based on the information provided on the Admissions Application. Bellingham Technical College complies with applicable state laws regarding residency classification. Washington residency law is codified in RCW 28B.15 and further explained in WAC 250.18.

In general, a student is considered a "resident" for tuition and fee purposes under the following conditions:

  1. The student is a US citizen, or has permanent or temporary resident status, or holds "Refugee-Parolee" or "Conditional Entrant" status with the United States Immigration and Naturalization Service, or is otherwise permanently residing in the United States under color of law; and
  2. The student is financially independent for the current calendar year and the calendar year prior to which application is made (if the student is not financially independent, then his/her residency is based on whether one or both parents have met all residency requirements); and
  3. The student (or, if financially dependent, at least one of the student's parents) is in Washington primarily for reasons other than educational and has officially established Washington as his or her true, fixed and permanent home and place of habitation for a period of at least one year prior to the start of the quarter of enrollment.
  4. You might also qualify as a Washington resident if you meet one of the following conditions:
    1. Military - Active Duty, Washington National Guard, Veteran, Dependent
    2. Native American residing in Idaho, Oregon, Montana, or Washington
    3. Washington High School Graduate

Seeking Reclassification

If you are requesting reclassification from non-resident to resident status, submit to Registration

  1. BTC Residence Checklist/BTC Waiver Request
  2. Washington Residence Questionnaire
  3. Sufficient documented proof that you have met the one-year residency requirement and are eligible for resident classification.

Examples of documentation include, but are not limited to, voter registration, driver's license, motor vehicle registration, home purchase/lease agreement, verification of full-time employment, etc.

It is best to submit your request for reclassification and supporting documentation prior to the tuition and fee due date as it may affect the amount due.

All requests to change from non-resident to resident status must be received in Registration prior to the 30th calendar day of the quarter for which the change is requested. Requests received after the 30th calendar day of the quarter will be considered for the following quarter.

Washington State Resident Waivers

Details for Washington State Resident Waivers applicable to Bellingham Technical College are provided on the BTC Residence Checklist/BTC Waiver Request.

Submit your forms and supporting documentation by the 30th calendar day of the quarter. Requests submitted after the 30th day will be considered for the following quarter.

Waivers
  • Children and Spouses of Deceased or Disabled Law Enforcement Officers or Firefighters (waives tuition)
  • Children and Spouse of Totally Disabled or POW/MIA or Deceased Eligible Veterans or National Guard Members (waives tuition & fees)
  • Wrongfully Convicted Felon (individual and their children and step-children) (waives tuition & fees)

 

You may qualify as a Washington resident if you meet one of the following conditions:

  • Active Duty Military and Dependents; Washington National Guard and Dependents who live in Washington (resident rate)
  • Active Duty Military and Dependents whose residence is Washington State who are stationed elsewhere (resident rate)
  • Veterans and Dependents; who were honorably discharged after at least two years of service, who are entering BTC within one year of separation, and whose DD Form 214 indicates Washington State as residence of record or intended domicile (resident rate)
  • Native American residing in Idaho, Oregon, Montana, or Washington (resident rate)
  • In-State High School Graduates (resident rate)
  • High School Graduates Seeking Permanent Residency (resident rate)
